Allen's city ordinance states that it is an offense when a homeowner is "irrigating lawn or landscape during any form of precipitation" or "causes the irrigation of impervious surfaces. Simply put, Allen's city ordinance bans watering during rain, sleet or snow, watering concrete, and over-watering that causes water to drain into the street or alley. There is also a provision that covers improperly maintained systems with broken pipes and sprinkler heads.
